The incumbent must be able to work remotely and have adequate and reliable internet connection to conduct work. This includes ability for a physical connection to the internet for a router for calls. Work area needs to be suitable, safe and free from hazard, including the ability to adequately protect private data, protected health information and Federal Tax Information (FTI).
Perform technical, complex tasks in the application and administration of APTC, CSR, and QHP for the MNsure State Exchange under the Affordable Care Act.
Responsibilities include:
• Research, analyze and discern the appropriate and relevant factors affecting program eligibility
• Resolve complex issues primarily focused on enrollments, change in circumstance and special enrollment periods.
• Provide advanced level phone, online, or in-person assistance to consumers that have reported a change in circumstance or enrollment request
One (1) year of advanced technical/advanced paraprofessional experience reflecting AND attainment of permanent status as MN Health Ins Prog Rep 1 or equivalent:
• Experience with policy and the federal and state laws and regulations governing MNsure and Minnesota Health Care programs and policies, clientele, application processes, eligibility criteria and enrollment operations.
• Experience with administrative, organizational, and analysis skills, including time and priority management, sufficient to work on several projects simultaneously in a fast-paced environment within deadlines.
• Experience with effective professional communication skills that contribute to a positive and productive work environment, through attentive and respectful written, verbal and non-verbal interactions.
• Knowledge of Minnesota Health Care Programs and experience working with eligibility determinations for the programs.
• Knowledge of FileNet database.
• Experience managing a caseload.
• Knowledge of HIPAA and the Data Privacy Act.
